Cities are urban clusters with their own population and particularities. In the same municipal district there may be more than one city, ie these are a kind of administrative division of the district and each may have a private management, even if subordinated to the district government.
Villages are small clusters adjacent to or isolated from cities that also hold a group of people and have their particularities, but most of these villains are not considered administrative cities by district power, and only have a local identity of their population.
