Otto Eduardo Leão de Biseuro is Secretary of State (head of government) of the Federal Estontetsan Republic and at the same time Director of the Foreign Office (foreign minister).
Early life[]
Otto de Biseuro was born on 1st April 260 AP at the family estate Schönhausen, as second son of Count Carlos Guilherme Fernando de Biseuro, a squire and royal cavalry captain.
Otto attended a private primary school. He found the transition from childlike play at home to boarding school life, which was characterised by compulsion and discipline, extremely difficult. It was during this time that his unwillingness to recognise authority clearly emerged. After finishing the secondary school, he studied law and international law at the universities of Duceta, Cèdre and Imperial City.
College friends describe him as a reckless and dashing eccentric, but also as an extremely gifted and charming young man.
Although Biseuro hoped to become a diplomat, he started his practical training as a lawyer in Kley and Stockum.
In 283, Biseuro began a shortened compulsory military service in the army, serving as a one-year volunteer before becoming a reserve officer.
In 292, aged thirty-two, he was elected as a representative to the Goranostr state parliament, where he gained a reputation as a royalist and reactionary politician with a gift for stinging rhetoric.

In 296, Biseuro gained a public appointment as junior diplomat in the foreign office. This job educated him to become less reactionary and more pragmatic.
During the Civil War (23 October 297 - 30 January 298) Biseuro bowed to the eveolving democracy. He was not only allowed to stay in the foreign service but quickly climbed the career ladder.
In 303 Biseuro became Estontetsan ambassador to Neoliliana, an office he exerted until end of 321. Despite his lengthy stay abroad, he was not entirely detached from Estontetsan domestic affairs. He remained well-informed and helped in the transformations following the 321 Goramian seizure of power.
From end of January 322 till 14 April of the year, Biseuro served as Lord Protector of Melga. In this capacity, he successfully co-ordinated the salvage of West Uhlan refugees arriving on the islands, the extinction of piracy in the region and the establishmant of a new government administration, and finally led Melga into independence.
On 2 May 322 Biseuro was appointed Undersecretary and Director, Foreign Office, and on 4 October of the year, Secretary of State, continuing his duties as Director of the Foreign Office.
